Literacy monitoring centre

As of 2012, a monitoring initiative will be put in place for all countries. It will propose different indicators in order measure the extent to which governments have made literacy a priority. Sample indicators will include:

  • Adult literacy rates;
  • Youth literacy rates;
  • Gender parity in literacy;
  • Education for all Development index (EDI) which includes the primary net enrolment ratio, the adult literacy rate, gender parity indexes of the primary and secondary enrolment ratios and the adult literacy rate, and the survival rate to grade;
  • Indicators related to the school environment, eg. Libraries, books, other media, new information and communication technologies;
  • Indicators related to the teaching language.

We will base our analysis on the data provided by the UNESCO Institute for Statistics and national statistics institutes. This monitoring initiative will put additional pressure on decision-makers to include literacy considerations in their policies. The next key international meeting for literacy policy will be in 2015, and coincides with the culmination of three other major events:

  • Dakar Framework for Action;
  • Millennium Development Objectives;
  • Literacy Initiative for Empowerment (LIFE).

Then the monitoring centre will provide a basis to evaluate the progress, whether it be substantial or not, that has been made in the field of literacy since 2012.
